The 4 Pillars of United Arab Emirates Pet Entry
Every dog or cat imported into United Arab Emirates is assessed against these 4 statutory requirements under Federal Law No. 22 of 2016 concerning the Regulation of Possession of Dangerous Animals & MOCCAE Ministerial Decrees.
Mandatory RNATT (≥ 0.5 IU/mL)
A valid rabies antibody titer test (RNATT/FAVN) with a result of at least 0.50 IU/ml processed at an approved international reference laboratory is mandatory for all companion dogs and cats entering the UAE. Blood must be drawn at least 21 days after rabies vaccination.

Direct release upon veterinary customs inspection at Dubai International Airport (DXB), Abu Dhabi (AUH), or Sharjah (SHJ) when all MOCCAE permit protocols are fulfilled.

15-digit non-encrypted ISO 11784/11785 microchip (134.2 kHz) implanted prior to rabies vaccination and documented on all medical records.
FVRCP & Rabies Immunization
Cats 12 weeks of age or older must be vaccinated against rabies at least 21 days prior to travel. An RNATT serology titer test (≥ 0.50 IU/mL) drawn at least 21 days after vaccination and processed at an accredited reference lab is mandatory.
Quarantine & Direct Release Assessment
0 Days Quarantine. Cats are cleared immediately upon landing inspection by MOCCAE port veterinary officers at DXB, AUH, or SHJ airport cargo terminals.
Official Health Certificate & Import Licences
Standard bilingual veterinary health certificate endorsed by the sovereign veterinary authority (e.g. USDA APHIS, DEFRA) within 10 days of flight, alongside the official 30-day MOCCAE Electronic Import Permit.
