Singapore Pet Import & Biosecurity Regulations
Official Statutory Guidelines (2026 Standards)
Official biosecurity entry protocols for domestic dogs and cats traveling to Singapore. Enforces mandatory ISO 11784/11785 microchipping, rabies serology titer tests, authorized veterinary health certificates, and airport border inspection procedures.

The 4 Pillars of Singapore Pet Entry
Every dog or cat imported into Singapore is assessed against these 4 statutory requirements under Animals and Birds Act (Chapter 7) & AVS Pet Import Biosecurity Framework.
Conditional (Category C & D Origins)
Category A origins (Australia, New Zealand, UK, Ireland) are exempt from rabies titer testing. Category B, C, and D origins (including USA, Canada, India, UAE, and European nations) strictly require a Rabies Neutralising Antibody Titre (RNATT / FAVN) blood test (≥ 0.5 IU/mL) drawn between 30 days and 6 months prior to departure and processed at an AVS-recognized laboratory.
0 to 30 Days (Based on Origin Category)
Category A and Category B origins qualify for 0 days quarantine (direct release upon CAPQ Changi Airport inspection). Category C origins require 10 to 30 days mandatory quarantine, and Category D origins mandate 30 days quarantine at the Animal Quarantine Centre (AQC / CAPQ) in Sembawang.
3–6 Months Minimum
ISO microchip + primary/booster rabies vaccinations + RNATT blood draw + 30-day titer wait + GoBusiness AVS Import Licence + CAPQ quarantine slot reservation + pre-flight parasite treatments.
AVS Veterinary Health Certificate & GoBusiness Import Licence
Must obtain an official AVS Electronic Import Licence via GoBusiness Licensing within 30 days of travel, accompanied by the standard AVS Veterinary Health Certificate completed and endorsed by an official government veterinarian within 7 days of departure.
